| 内容記述 | 本稿では,岩手県の精神障害者の処遇に関する歴史の一部として,1903(明治36)年から1941(昭和16)年の監置の動向を明らかにした監置に関する資料に,『岩手県警察統計書』および『府県統計書岩手県』を用いた.また,同時期の岩手県内の精神科医療に関する論文,警察資料,新聞などを用い,全国調査や法律に照らして岩手県の監置の特徴を検討した.各年末の監置者数は43人から170人,男性が多かった.精神病者監護法における監置は一生解かれないという一般的な認識とは異なり,一度監置されても監置を解かれる人数が死亡の人数よりも多かった.監置場所は,私宅監置が最も多かったが,他に精神科病院や精神病者収容所が用いられた.また,岩手県の精神科病院開設は1932(昭和7)年で,他県に比べて遅れていたため,一部の精神障害者は県外の精神科病院や,病院の機能を持たない精神病者収容所に監置された岩手県の精神障害者の多くは治療を受けられないまま,都市部から離れた地方且つ厳寒の過酷な環境で,私宅監置を余儀なくされた.しかし,岩手県取締規則や新聞記事から,当時の処遇は保安だけでなく人権擁護の姿勢があったと推察された. | |||||

| 内容記述 | The purpose of this research is to clarify the realities of lawful confinement of mentally disordered people from the Meiji era to the beginning of the Showa era. The realities of lawful confinement: 1) The number of people in lawful confinement at the end of every year was from 43 to 170 people. 2) There were more men than women in lawful confinement. 3) Opposite to common belief, more people were released from lawful confinement than those that remained until the end of their life. 4) Many lawful confinements took place at home. 5) Houses, hospitals, and one municipal facility were used as places of lawful confinement. First mental hospital was established in 1932 in Iwate Prefecture, later than most other prefectures. Therefore some mentally disordered people were lawfully confined to one municipal facility at the prefecture and hospitals at other prefectures. Most mentally disordered people in were not able to go to mental hospital, and were lawfully confined at home by necessity. Despite this, human rights were still preserved and protected in accordance with the law, according to newspaper accounts. | |||||
