| 内容記述 | 生物多様性保全の高まりの中で、わが国では「海洋生物多様性保全戦略」が策定され、沿岸域を含む海域の自然保護は新たな局面を迎えている。本稿では、沿岸域管理における環境政策と環境運動の史的展開を検討した。日本の沿岸域管理制度は、海岸法、港湾法、漁港漁場整備法などを根拠に海岸行政、港湾行政、農林水産行政が分立して関与し、一体的な管理が行われていない。この状況下、自然環境としての沿岸域の価値は戦後の開発基調の中で見落とされ、公有水面埋立法に基づく沿岸域の埋め立てが進み、全国の干潟面積は戦後の30 年間で約4 割減少した。一方で、1960 年代から沿岸域の保護に取り組む自然保護運動が散発的に形成され、1970 年代にはその全国ネットワークが構築された。沿岸域保護運動は、公有水面埋立法の見直しと「海浜保全基本法」の制定を目ざしたが、現在まで、開発の危機に見舞われた干潟を焦点に、個別具体的な問題解決への取り組みが行われるにとどまっている。 | |||||

| 内容記述 | In increasing biodiversity conservation, in Japan, the Marine Biodiversity Conservation Strategies were formulated in 2011. The marine conservation, including the coastal zone, is facing a new phase. In this paper, historical development of environmental policies and environmental movement were examined in coastal zone management. The Japanese coastal management program has not been an integral management, due to Coastal Administration, Port Administration, Agriculture and Fishery Administration are all involved and separated. In this situation, the value of coastal zone as a natural environment is overlooked in the development of the postwar trend. Reclamation of coastal zone based on the Act on Reclamation of Publiclyowned Water Surface reduced 40% of Japan's tideland area in 30 years after 1945. On the other hand, nature conservation movement of coastal zone, which ware orgnaized since 1960s, built national network in 1970s. The nature conservation movement of coastal zone aimed the enactment of "the Coastal Conservation Basic Law", however, the aim is not achieved, yet. Until now, the nature conservation movement is faced on individual issues of reclamation of tideland. | |||||
