| 内容記述 | 改革開放以来驚異的な高度成長を続ける中国は、農業国から工業国への移行過程にある。それにともなって、都市と農村の格差は拡大し、「農業」の低生産性、「農村」の荒廃、「農民」の貧困などに象徴される「三農」問題が深刻化している。その解消のために、2005年以降新たな農村政策として「社会主義新農村の建設」が導入され、「農業強国」をめざしている。本稿は、農村の近代化という世紀の課題へ取り組みの歴史を振り返りながら、今日の「新農村建設」の特徴を指摘する。さらに、山東省鄒平県での現地調査から得た知見に基づいて、新農村建設下の華北農村の近代化と社会構造変動について考察する。今日の「新農村建設」政策では、濃工間および都市農村間の格差の是正が目的とされている。これまでと本質的に異なるのは、「工業をもって農業を補う、都市部をもって農村部を引き上げる」といった方向性が示されている点である。この「都市と農村の一体的な整備」を大きな特徴として指摘できよう。鄒平県の事例において、農業の維持は志向されているものの、工業化がより優先されているといえる。また、都市並みの生活がめざされており。農業また伝統的農家生活からの「脱農」も着実に進んでいる。「新農村建設」は、実質上、工業化と都市化に向かって、めざすべき農村の「建設」ら乖離している。 | |||||

| 内容記述 | Since the introduction of the 1970s reforms, China has transformed its agricultural economy and developed into an industrial economic power. As a result the gap between town and country has widened, and the "San Nong" problems (the three problem areas of low productivity in the agricultural sector, inadequate provision of social infrastructure for rural communities and the heavy tax burden on the peasantry) have only worsened. To resolve these issues measures have been introduced since 2005, based on policies of rural modernization and "Socialist Reconstruction of Rural Areas". Now the aim is to move from a "Great Agriculture Power" to a "Strong Agricultural Country". After considering briefly the historical background, this paper aims to show the special features of the present "Rural Reconstruction" policy. Furthermore, the reconstruction of the Huabei rural area and the changes brought about by the modernization of rural society will be examined, based on the findings of a local survey of Zouping County in Shandong Province. The new policy is an attempt to rectify the imbalance of agriculture and industry, or the gap between town and country. The main difference with past policy is that now industry is expected to support agriculture, and it is hoped, urban centres will assist the agricultural sectors. This integration of town and country sectors may be taken as the main characteristic of the new policy. From the Zouping case studies one may conclude that despite a desire to maintain the agricultural sector, there is a strong pull to prioritize industrialization, accompanied by a tendency to abandon traditional village life. Rural reconstruction has become, in effect, a process of industrialization and urbanization, thus veering away from the original aims. | |||||
