| 内容記述 | 本稿では、地方政府の政策革新を、地方政府間での相互作用の範囲や、政策導入後の撤退、中央政府の補助の影響を明示的に扱ったマルチエージェント・シミュレーションの手法により分析した。先行研究とは異なる手法での分析により、地方政府間での相互作用によって政策革新が自律的に進むための条件や、地方政府間での相互作用では自律的な政策革新が行われない場合における中央政府の補助の有効性について、試論的な分析を行った。 | |||||

| 内容記述 | This paper reports on the results of a Multi-Agent Simulation performed regarding the adoption of new policies (policy innovation) by local governments. The simulation took into consideration information exchange in the decision-making process of the local governments, failure in policy adoption, and the support of the central government as the factors involved in policy innovation. As a result, general requirements for the following matters were identified : (1) conditions for the advancement of autonomous policy innovation by interaction among local governments without the support of the central government; and (2) the range within which the support of the central government is effective in cases where autonomous policy innovation is not advanced by interaction among local governments. | |||||
