| 内容記述 | 中国河北省〓台市〓台県の前南峪村は、1995年以来「前南峪経済試験区」となって、模範村として全国的にも注目されるにいたっている。その理由は、(1)「生態農業」を、(2)集体経営で実施し、成功を収めたからである。つまり、(1)村を取り囲む山地に、栗やりんごなどを植林して緑化し、洪水を防ぎながら、果樹作によって経済的にも村を豊かにしたのである。しかも(2)これらの事業を、村全体の集体経営としておこなっている。人民公社時代の集体農業の非効率性を解決するために、中国では生産請負制を導入した。その具体的なやり方はさまざまであったが、一般的には、土地を個人に分配して請け負わせるという、個別化の道であった。しかし前南峪では、村民のきびしい議論を経て集体経営の道を選び、成功したのである。現在では、この集体経営のなかに工業をも導入し、その収入が畑作や果樹作を上回るにいたっている。しかし、(1)環境保全と生活の向上との両方を追求してきた「生態農業」が、経済発展のいっそうの追求のなかで環境破壊に至るのではないかという問題、そしてまた(2)集体経営におけるる「個と集団」の問題が、生活水準の向上、とくに学歴水準の向上によって「個の」自己主張という形で顕在化するのではないかという問題を抱えていることを見逃すわけにはいかない。 | |||||

| 内容記述 | Qian-Nan-Yu (Zen-nan-yoku) village in the Heibei local government (kahoku-sho) in China has become famous all over China for their excellent economic success since 1995, when the village was desiguated as an economic trial area. The reason for their success is their so-called ecological agriculture by means of collective management. The villagers plant and grow various fruit trees such as chestnut and apple in the mountainous area around the village, making the area into a green zone, preventing flooding and generating income by selling the products. Adding to this, they have managed their company in a collective way. In China, the government introduced a new agricultural management scheme, the so-called contract system, for improving low efficiency due to the collective management system of the People's Commune (Jinmin-kosha) period. Typically, the government distributes farm land to individual people and makes them cultivate it by family unit. Qian-Nan-Yu (Zen-nan-yoku) village, on the other hand, decided to keep the collective management style after serious discussion among the villagers. At present, they adopt industrial activities in their company and the sales from this sector have exceeded the agricultural sector. Nevertheless we have to pay more attention to their activities from two points of view. The first is the ecological anxiety that their ecological agriculture could actually destroy the environment due to their pursuit of more economical development or economic success. The second is the management problem between the group and individuals that could arise from self-assertion due to improvement of their living standards and educational level. | |||||
