| 内容記述 | This Paper will discuss the structural issues of social protection in context of governance system and orientation to universal values. We suggest a strategy for reviving public interest, as a concept of institutional analysis for this purpose. The important findings in this study are ; 1) Public interests belong to political sequences. Governance process of various social risk shape them. 2) Governance structure model should have double stages, similar to institutional law/politics governance. 3) "What is the fundamental unit" problem is critical in this area. | |||||
