| 内容記述 | 1999年9月、岩手県の全市町村に対して実施した「姉妹都市および国際交流に関するアンケート」は、100%の回収率で集計、分析を行った。岩手県内の9市町およびその提携先であるアメリカ、カナダ、オランダの8都市については、現地に出向いて調査も行った。これらの結果を総合することにより、岩手県の市町村レベルにおける姉妹都市および国際交流の現状と問題をある程度把握することができた。政治・経済・文化の中心地東京から遠隔の地というイメージが強く、国際化や国際交流とは疎遠と思われている岩手県だが、県内59市町村の約3割にあたる18市町村が10カ国23市町と姉妹都市提携を行っており、市町村レベルでの積極的な国際交流への取り組みの姿勢が見られた。岩手県の姉妹都市交流の特徴は、欧米先進国志向、青少年交流、官主導に集約される。この三つの特徴は、岩手県の姉妹都市交流の推進力であると同時に、交流の意義や継続にかかわる問題も孕んでいる。交流の問題点および今後の課題としては、民間レベルでの交流の拡大、アジア諸国との交流、姉妹都市交流の意義と目的の見直しがあげられる。 | |||||

| 内容記述 | Internationalization is one of the key words to describe Japan since the Meiji era when Japan, in the process of its construction, introduced not only technology and the new order of industrial capitalism, but also political, legal, and social institutions from Western developed countries. More recently, at the civic level, more and more people travel abroad to become inter nationally-minded through meeting people and appreciating their culture. At the local government level, every single city, to some extent, has tried to internationalize by hiring language instructors or advisers from foreign countries. To represent internationalization symbolically, one tactics they have employed is to have a sister city in a foreign country. In Iwate Prefecture it was in 1970 that the first sister-city relationship was established between Kuji and Franklin in the United States. As of October, 1999, eighteen cities out of fifty-nine have sister cities in Europe, North America, Asia, and Oceania. Nearly thirty years have passed since the earliest relationship was formed. No scholarly detailed investigation into the project, however, has been conducted for objective evaluation and affirmative proposition. The objective of the questioning directed at all of the cities, towns, and villages in Iwate Prefecture from September 27 through October 20 1999 was to elucidate how significant sister-city relationship is to the local government's internationalization, whether it has a sister city or not, and also to explore how it has been proceeding if it has one. There are four related areas of interest that should be examined as a way of in, troducing its main patterns of investigation : how the sister-city relationship started : the aim and the goal of the program : the past records of the program : how the program should be pursued in the future. | |||||
