Due to article 24 of Law on the Health and Welfare of the Mentally Handicapped claiming the risks of self-mutilation among the concerned patients or injuries on other persons observed in the late years and all over the country, and according to the psychiatrist health and welfare counseling with police services and health care center, the number of emergency responses have been increasing. However, it has been noticed that the recorded rate of Wakayama city health care center has been significantly decreasing. This fact might be explained by the factors given afterwards.
