| 内容記述 | This paper explores the tasks of community development by conducting a large scale survey on local welfare commissioners in the Tohoku region in the context of dwindling birthrate and an aglng population. In so doing, we targeted the following significant research issues. 1. Highlighting the differences of community development problems between the prefectures in the region. 2. Focusing on developing smaller welfare community units in the municipality, and local goverments (Kouikiken). 3. Investigating the variances in terms of consciousness among residents with disabilities by various categories. 4. Defining the resources needed by residents with in the localities. Conducting a survey of all local weifare commissioners in the Tohoku region (Aomori, Iwate, Akita, Yamagata, and Fukushima), we found that there are differences in welfare issues between localities on most of the subjects covered by the survey. Finally, our survey confimed that local welfare commissioners play significant role at all local levels in the region. And also, we concluded that local welfare commissioners were a significant factor in our survey. | |||||
