One is to search the possibility of social service as a tool of ensure the human rights for the elderly persons who live in the rural community, the other one is to make it clear that what the key-person in developing the monitoring system in rural community should be. To accomplish these two purposes, a survey has been carried out on 1) whether there are some differences on the activities of buying materials of daily living and 2) whether there are some differences on understanding the problems of community welfare of adults who is over 40 years old except community welfare commissions. The results are as follow: 1) for the aged persons, when the age is elder the scope of their daily living activities is narrower and 2) there are same differences on understanding the problems of community welfare among the adults except the community welfare commissioners.
