A common fundamental framework is "input-output" scheme. However, there are some methodological problems in recent education policy study. We suggest that these are to be explained as a serious problems of evaluative contexts structualization. In this paper, a policy meaning model was discussed. Two main propositions were pointed out. First, dynamic analysis needed process model. Second, the process model should be ordered by logical structure of information processing of social cybernetic control. Based on these discussion, the process model was constructed by application of modeling method of social planning theory. This model corresponds to logical sequence from information coversion and its reverse process. This framework is applicable to three types of studies.
