| 内容記述 | In September 1999 "Basic Livelihood Security Act" was enacted in the Republic of Korea. It gives the right to get access to livelihood to every Korean people who are not able to earn subsistence by himself. This fully extended safety net is an epoch-making landmark in the development of Korean social security system because the preceding "Livelihood Aid Act, 1982" had categorically been refusing to give protection to the people aged from 15 to 60. However, this security system would not be maintained without effective and efficient employment advancement policies. This is why President Kim Dae-jung announced this enactment as a remarkable forward step of his "Productive Welfare" vision, although concrete measures for the materialization of the vision are all left to the future. | |||||
