 note = {東日本大震災において津波被害地域を担当していた相談支援専門員4 名を対象にフォーカスグループインタビューを行った。障害者の生活支援を担う職務を遂行する上で、震災時の課題と役割を振り返り、何を感じ、何を求めたのか、評価の階層性に視点をおいて役割要求の網羅的把握を目的とした。その結果、「関係者（誰）とどのように連絡をとるか」、「予め役割をどのように決めておくか」、「市町村と連携しての個別対応」、「統一した動きの未確立」、「災害時にいる場所、時間に応じた動き」、「療育手帳取得者の個人情報開示」、「防災関連機関との連携の薄さ」の7 点の課題が抽出された。これらが課題である理由として、「安否確認できない」等が語られたことから、災害発生時から段階や局面ごとに役割の整理を行うこと、業務遂行にはあらかじめ方向目標と行動規範が決められ、かつ柔軟な行動が認められていることの必要性が示唆された。, Duties of consultation support specialists include providing daily life support for persons with disabilities. A focus group interview was conducted with consultation support specialists（ N=4） that were in charge of areas damaged by the tsunami during the Great East Japan Earthquake. Participants were asked about their feelings and needs when conducting their roles during the disaster. Then, their role demands were comprehensively examined, especially, from the perspective of evaluation hierarchy. The results identified the following issues： How to contact relevant people, How to predetermine roles, Individual support through cooperation with municipalities, Lack of integrated movements, Movement depending on place and time during disasters,  Disclosing personal information of certified people with rehabilitation needs, and insufficient cooperation with disaster prevention agencies. The main problem with above issues was“ the difficulty in confirming safety.” Therefore, the importance of organizing roles based on different stages following a disaster is suggested. Moreover, goals and a code of conduct should be pre-decided for performing duties. Furthermore, flexibility of behaviors should be permitted.},
