| 内容記述 | 東日本大震災からの復興において、防潮堤建設に関し住民が問題提起している2 つの論点を挙げる。1 つは、従来よりも高い防潮堤を作ることについての合意が不明確な点、もう1 つは、高い防潮堤自体建設に反対という社会的関心を集めている点である。本稿の目的は、防潮堤に関する新聞記事を手がかりに、防潮堤の計画及び議論や発言の内容を整理し、そこから析出された特徴を明らかにする。さらに、防潮堤に関する問題がどのように展開したのかを確認する。調査は、地方紙である岩手日報の新聞記事を対象に、(A)防潮堤を巡る発言内容と発言数、(B)発言者の属性を2011 年3 月12 日から2014年3 月31 日までの期間収集した。そして(A)と(B)の時系列変化、さらに(A)と(B)の相互の関係性を分析した。その結果、上記の期間が、防潮堤発言増大期・停滞期・再燃期の3 期に区分された。また、総発言数の2 割が、被災地以外の居住者による発言であった。さらに、従来どおりの高さを希望する理由の2 割が「民意反映・合意形成プロセスに疑問」を挙げ、かつ理由の内容に多様性が見られた。以上の点から、防潮堤に関する議論の特徴として、意見の多様性が示唆された。 | |||||

| 内容記述 | In connection with reconstruction after the Great East Japan Earthquake and tsunami, there are two issues regarding the construction of seawalls. One is the lack of a clear consensus on building seawalls higher than what is considered to be conventional, and the other concerns the problems of building such high seawalls.This paper reviews seawall construction plans and related arguments and comments which appeared in newspaper articles in order to identify their characteristics.The paper further examines the development of problems concerning seawalls byanalyzing newspaper articles in a local newspaper, the Iwate Nippo. The analysis involved collecting(1) article content and the number of comments regarding seawall construction, and(2) attributes of people who gave those comments during the period from March 12, 2011 through March 31, 2014. Next, the paper analyzes chronological changes in (1) and (2), as well as correlations between them. Based on the results, the above period was divided into three periods: the increase period, the inactive period, and the reactivation period. The comments were made by a diverse variety of people because over 20% of the comments came from people outside the affected areas. This analysis also found that 20% of the people who preferred conventional height were skeptical of the processes for respecting public opinion and for consensus building, and that the reasons for the skepticism were diverse. | |||||
