Since the Great East Japan Earthquake and the resulting tsunami crushed the northeastern coast of the main island of Honshu, many of the devastated cities have received all kinds of support and services from abroad including words of consolation, prayers and donations. This article deals with the signifi cance of international relationships in a disaster where thousands of lives were lost and millions of yen worth of damage to structures was caused. The prolonged use of shelters for the countless evacuees continues into the present. This analysis is based upon the results of surveys conducted on the local governments in Iwate Prefecture in 2011. The article describes how the relief eff orts of foreign cities have modifi ed Japanese citizens' concepts of international relationships.
