| 内容記述 | 世論調査は、人々の動向、意識を知る有用な手法として、また、理論や仮説の実証的検証の手段として地方自治体で幅広く活用されている。本稿では、地方自治体が実施する世論調査は行政運営上でいかなる機能を果たしているのか、との問題意識から、地方自治体が実施する世論調査の意義や限界を検討し、また、現在実施されている調査の実態について把握した。その結果、明らかになったことは以下のとおりである。第一に、地方自治体で実施する世論調査は、理論的にサミュエルソン効率性条件達成のための住民選好把握として普遍的意義を持ち、さらに企画立案手段、行政評価手段などいくつかの手段に類型化されうること、第二に、住民選好把握の達成手段として世論調査のみでは多くの技術的限界を抱えており、それ以外の追加的作業を実施する必要があること、第三に、都道府県の多くは企画立案を目的に世論調査を実施し、その調査規模は都道府県間でほぼ一様であるものの、一部に特徴ある標本数、調査頻度としている都道府県があること、などである。 | |||||

| 内容記述 | The public opinion poll has long been used as a means of proving a theory or hypothesis. In addition, it is widely used as an effective tool for analyzing the actions and beliefs of those in local government. This paper investigates the nature of public opinion polls, what their limitations are, and the current function and extent of their usage in local government. As a result of our research, we were able to clarify the following. First, public opinion polls conducted by local governments can be seen as the invariable mean in order to archive the Samuelson Condition. And these can be classified according to those conducted to make policies, those conducted to perform a policy evaluation, and other such criteria. Second, as a means of ascertaining public preferences, the public opinion poll has a number of technical limitations. Therefore, other forms of investigative work are required in addition to a public opinion poll. Third, public opinion polls are conducted for purpose of policy making and on the same scale in almost all administrative divisions. But some public opinion polls are conducted on the different scale. | |||||
