This paper introduces details of a system of this Act. The Act was introduced as a result of the increase in the number of elderly people, heralding the arrival of an aging society. The following are points that should be observed under this Act. First, the principle of majority protection is clarified: liberty, dignity of man, necessity, subsidiarity, and proportionality, and so on. Second, in addition to the former majority protection system - of judicial supervision, guardianship and curatorship - this Act founds arbitrary guardianship.
