| 内容記述 | 1992年釜石市を主会場として三陸・海の博覧会が開催されたが、博覧会の目玉のひとつが、ディーニュ・レ・バン市で1億9千5百万年前の地層から発見された、アンモナイト化石群の剥離標本(複製)の展示であった。この標本(複製)製作に力を貸したのが、ディーニュ・レ・バン市にあるオート・プロヴァンス地質学研究所であったことが縁で、釜石市は同市を知ることになった。市関係者の相互訪問を経て、1994年両市は姉妹都市提携を締結したが、最初の数年間は児童・生徒の絵画交換交流が続いたものの、2000年以降その交流は途絶えた状態になっている。本論では最初に、太平洋に面している海の町釜石市と、アルプスの麓にある山の町ディーニュ・レ・バン市がどのようにして知り合ったのかを詳しく解明した。そして次に、姉妹都市提携後どのような交流へと発展していったのか、その軌跡を辿った。さらに、初動期が過ぎると、瞬く間に交流活動が停止状態に陥ってしまった原因はどこにあるのかを考察した。最後に、両市の姉妹都市交流復活の道を探るべく、いくつかの提言を試みた。 | |||||

| 内容記述 | One of the special features of this EXPO was the exhibit of the replica of the ammonite slab which had been found in the stratum of 150,000,000 years ago. Through the Center of Geology of Alpes de Haute Provence, which had assisted Kamaishi City extensively in installing the replica of the ammonite slab, Kamaishi City learned of the existence of the City of Digne-lesBains where the Center is located. After a couple of friendly mutual visits, the mayor of Kamaishi sent a personal letter to the mayor of the City of Digne-les-Bains proposing to have a sister-city relationship between the two cities concerned. The City of Digne-les-Bains responded amiably, and the two cities established the sister-city relationship on April 20, 1994. The first few years after the conclusion of the pact of the sister-city relationship saw the exchanges of paintings of young children and pupils of both sides, but the exchanges have been in a state of suspension since 2000. This paper describes the sister-city relationship between Kamaishi City and the City of Digne-les-Bains. It begins with a close investigation of how the two cities encountered each other; Kamaishi, a harbor city with its 150-year history of iron industry, and Digne-les-Bains, a city with its archaeological resources at the foot of the Alps. The second section deals with the track of the sister-city relationship, focusing on how the exchanges have developed. A scrutiny reveals that the relationship between the two cities came to a standstill soon after the initial stage. Finally, the causes of this premature suspension of the relationship are examined. The article concludes by proposing some ways to restore and revitalize the friendly relations of the two sister cities. | |||||
