| 内容記述 | 成果重視の行政経営をめざす取り組みとして、多くの地方自治体で政策評価(行政評価)の導入が進んでいる。その中で公共事業については、関係省庁から評価実施要領や費用対効果分析マニュアルが提示され、費用便益分析を主体とした事業評価が実施されるなど評価手法が確立している。他方、非公共事業としての大規模施設整備事業の評価については、標準化された評価手法が確立していないため、業績測定型の評価が主体となり費用便益分析は殆ど行なわれてこなかった。しかし、近年、地方自治体を取り巻く厳しい財政状況を背景に、大規模施設整備事業の進め方に対する客観性や透明性がより強く求められるようになってきた。本稿では、岩手県が試行的に行なったいわて県民情報交流センターの事業評価を中心に、複合機能をもつ大規模施設整備事業に係る費用便益分析の方法論を検討する。 | |||||

| 内容記述 | Recently, many local governments in Japan have introduced policy evaluation procedures with the aim of reforming public management by shifting towards result-oriented policymaking. Among these methods of policy evaluation, the cost-benefit analysis (CBA) method for public works such as road constructions is the most successful example, having become established in the official manuals and documents provided by the government ministries. On the other hand, the CBA method has not been used for construction projects of large-scale facilities such as public libraries, because such construction projects are not regarded as public works in the tradition of Japanese local government. Therefore, no standard evaluation method has been developed for the performance measurement of these projects. However, in light of the situation of financial deficit in recent years, the citizens have come to demand that local governments explain the process of large-scale facilities construction with objectivity and transparency. The aim of this thesis is to develop the CBA methodology for large-scale construction projects which involve the aforementioned difficulties. For this purpose, we consider the case of the Iwate Communications Center, which has multipurpose functions and which was evaluated experimentally by Iwate Prefecture using the Travel Cost Method (TCM). | |||||
