| 内容記述 | 平成18年4月、盛岡駅の西口地区に「いわて県民情報交流センター(愛称 : アイーナ)」が整備された。本件施設が整備された用地は、もともと岩手県企業局が企業局会館(仮称)構想の実現のために、旧国鉄盛岡工場の跡地の一部を旧日本国有鉄道清算事業団から購入したものである。企業局会館構想が浮上する少し前、盛岡駅周辺では、昭和60年に閉鎖された盛岡工場の跡地を整備しようと盛岡駅西口開発が計画されていた。また、同じ頃、国鉄民営化に伴う国鉄長期債務を返済するため、旧国鉄事業用地の売却が全国的に展開され、跡地活用問題は各地に広がっていた。本稿では、旧国鉄事業用地との関係及び盛岡駅西口開発の経過を踏まえながら、本件施設と盛岡駅西口開発との相互関係を明らかにするとともに、本件施設を中心とした整備経過を政策形成過程の視点から再整理することを目指した。その中で、政策形成に係る社会背景、問題の性質とその構造等を明らかにした。 | |||||

| 内容記述 | The Iwate Communications Center was founded in the western part of the Morioka Station in April 2006. Originally, the site where this center was planned was purchased by the Bureau of Public Utilities of the Iwate Prefectural Government from the JNR Settlement Corporation in order to build an intelligent building. Before then, a development project around the western part of the Morioka Station was planned for the site of the Morioka factory closed in 1985. Similar site use problems were found all around Japan after the privatizing of JNR, which intended to sell its non-utilized land to pay back its long-term debt. The aim of this thesis is to show the relations between the project of the Iwate Communications Center and the development project around the western part of the Morioka Station, considering these processes as a policy-making process. For this purpose, the author describes these processes based on the public domain documents, explaining the social background, nature and structure of this problem. | |||||
