| 内容記述 | 1985年、当時の石鳥谷町長がたまたまバーモント州ラットランド市を訪れた。そこで偶然ラットランド市長を紹介されたことから、石鳥谷町とラットランド市との交流の歯車が回り始めた。1980年代の日本では地方の国際化が叫ばれ、岩手県内の自治体でも海外に姉妹都市を持つところが出始めていた。このような趨勢に乗り、石鳥谷町は交流の話題が出てから1年強という短期間のうちに、ラットランド市と姉妹都市提携を結んだ。それはあくまでも行政主導で行われたものであり、20年以上経過した今日でもその姿勢は変化がない。町が補助金を出して実施している青少年交流は現在も続き、同じプログラムが繰り返されている。また、ふるさと創生事業の海外研修も、町の活性化を目指した「わが町をふるさとに」というスローガンを掲げつつも、それとは何ら関係ないプログラムが組まれて実施されてきた。これらのプログラムの内容を精査し、また報告書を熟読して、石鳥谷町の姉妹都市交流における行政主導の特徴と課題を考察した。論を展開するにあたり、地方自治体の国際化に関する国の施策にも言及した。 | |||||

| 内容記述 | This monograph will deal with the sister city relationship between the town of Ishidoriya, Iwate Prefecture, Japan, and the city of Rutland, Vermont, the United States. The aim of this study is to investigate some prime reasons that Ishidoriya has not been able to promote the relationship with Rutland as much as they expected. The investigation should start with the question as to how the sister city relationship between the two cities initiated. In 1985, the Mayor of Ishidoriya made an official trip to Earlham College, Richmond, Indiana, where Dr. Jackson H. Bailey, professor of the institute, introduced the Mayor to his friends in Rutland, his hometown. Dr. Bailey's friends know the Mayor of Rutland, and the Mayor of Ishidoriya had an opportunity to discuss with the Mayor of Rutland the relationship between the two cities. After returning home, the Mayor of Ishidoriya performed a leading role in his town to establish the sister city relationship with Rutland. It took him only one year to crystallize his idea in 1986. This prompt decision signifies that there was not much debate among the citizens about the necessity for securing a sister city in a foreign country ; the Mayor himself decided the issue, while the citizens knew almost nothing about the sister city relationship nor about Rutland as well. Who is responsible for carrying out the programs of the relationship is another concern to study. The city employee may take the role, but he/she obtains astonishingly limited knowledge about international relations. And the post is occupied by another executive official every four or five years, which is a common practice in Japanese local governments. Since they can't design a long-term vision of what the relationship should be, all they can do is to repeat the programs. The exchange program of junior high school students, for instance, has been almost the same since it was inaugurated in 1988 ; the itinerary is filled with much sightseeing in the State of Vermont, and with few educational purposes. What Ishidoriya should do in order to further the relationship with Rutland is to evaluate everything they have accomplished. They also should hire persons with profound knowledge of English and international issues to facilitate communication with Rutland for greater understanding and stronger ties. | |||||
