| 内容記述 | 岩手県の南端に位置する山間の町藤沢町は、1983年に町独自でオーストラリアから英語講師を招聘するとともに、「藤沢町国際親善協会」を設立し、国際交流活動の歩みを始めた。1989年になって藤沢町は、海外に姉妹都市を探していたオーストラリア・クイーンズランド州の奥地にあるデュアリンガ・シャーに出会うことになる。赤道を挟んで北と南に遠く離れて存在する2つの町が、どのようにして相互交流にいたったのか、その道程をたどり、現状を概観し、問題点を考察することにより、国際交流のあるべき姿を探った。 | |||||

| 内容記述 | The town of Fujisawa with a population of 10,530 started its incredibly unique project of cross cultural understanding in 1983 by inviting an English instructor and his wife from Australia. Making those instructors its core, this depopulating town launched into its course of international understanding ahead of any national governmental program. Mr. Mamoru Sato, mayor and promotor of this program, established the Fujisawa Association of International Goodwill - later Fujisawa International Exchange Association - and has been supporting the program with the townspeople. In 1987, just when Fujisawa Town began to look for a sisiter-city partner in Australia, they learned of the existence of Duaringa Shire in the Fitzroy region of central Queensland. Duaringa Shire was planning to find a sister city at that time, and there occurred a fortuitous encounter between the Council of Duaringa Shire and that of Fujisawa Town through the mediation of Mr. and Mrs. Greg Colwill, the first couple of English instructors in Fujisawa. After mutual visits, constructive talks and meticulous preparations, the two councils signed a charter formalizing the arrangement into a "Sister City" in 1993. Since the official signing, they have been continuing their international exchange programs, fermenting and tightening friendly relationships. In 1994, the Australian Sister City Association, recognizing that the union of Duaringa Shire and Fujisawa Town is an ideal one, awarded the "New Association" category of the National Awards to Duaringa Shire. In 1998, Duaringa Shire was also awarded "Best Assistance to a Sister City" as well as "Best Single Project" of the National Awards by the same association. One year later, the town of Fujisawa won the "Local Development Prize" of the Japan Foundation for its long-term efforts in international programs, and also in the following year, was commended by the Minister of Home Affairs for its various international programs. This paper traces the history of international exchange programs of Fujisawa Town and Duaringa Shire, and surveys the present situation and examines the problems. By doing so, a prospectus will be shown for a better international relationship between the two local governments. | |||||
