The present paper deals with the formation of NPO policies by the local government at the municipal level in the City of Sendai and at the prefectural level for Miyagi Prefecture as well as the framework for their policies. Results depicted several different and policy details for local governments with respect to furthering NPO work and the process of forming policies. The relationship between NPOs and municipalities and the performance of work by municipalities for NPOs have been described.
