| 内容記述 | 本研究は、住民参加・住民主体による地域計画を実現するための基礎として、NPOの形成・発展を支援する中間支援システムに着目し、そのあり方について検討するものである。前稿では、民間の中間支援組織について事例から分析した。本稿では、NPOや市民との共同で支援策の策定を行なってきた仙台市と宮城県の例を通して、行政による支援策の構成、策定方法に加え、民間との連携のあり方について分析した。 | |||||

| 内容記述 | This work seeks to analyze intermediary systems for the furtherance of NPO activities. The present paper deals with the formation of NPO policies by the local government at the municipal level in the City of Sendai and at the prefectural level for Miyagi Prefecture as well as the framework for their policies. Results depicted several different and policy details for local governments with respect to furthering NPO work and the process of forming policies. The relationship between NPOs and municipalities and the performance of work by municipalities for NPOs have been described. In addition, methods for planning and management of facilities to support NPO activities have been analyzed. | |||||
