| 内容記述 | 農業基本法の施行以後、約40年を経過し、わが国の農業をめぐる状況は大きく変化している。農業・農村基本問題調査会などでの検討を経て、いわゆる新農業基本法案の審議がおこなわれている。本稿ではわが国の酪農政策に限定して、「北海道農業農村基本問題研究会」での議論をふまえたありうべき酪農政策について考察した。政策的課題は、1)大規模経営のみではなく小規模経営も効率的経営に誘導しつつ存続すべきこと、2)自給飼料生産基盤の整備、3)北海道と都府県間の酪農の現状を踏まえた地域的に異なる酪農育成政策を考慮すべきこと、にある。 | |||||

| 内容記述 | A bill of the New Agricultural Fundamental Law is now under consideration in the Diet. It includes many important policy issues of dairy farming, too. This paper intends to deal with dairy farming policy with special reference to Hokkaido where we can find many domestic and international trade problems. To keep the self supply rate of dairy products at a moderate level : 1) a policy of maintaining small scale dairy farming at their profit maximum level as well as large scale farmers, 2) an improvement of production for self supplied feed, 3) reorganization of milk producers, and 4) considering the difference of an economic situation in dairy farming between Hokkaido and Honshu would be important. | |||||
