| 内容記述 | グローバル・ガバナンスあるいはガバナンスという用語は、国際政治理論の世界で広く使われるようになってきている。この用語を使用する人々は、国際社会におけるルールや規範の重要性を指摘する。しかしながら、グローバル・ガバナンスあるいはガバナンスという概念は未だ明確にされているとは言い難い。そこで本稿では、制度的ガバナンス論(オーラン・ヤング)、機能的ガバナンス論(ジェームズ・ローズノー)、規範的ガバナンス論(グローバル・ガバナンス委員会やリチャード・フォーク)といった主要なガバナンス論の分析が行われている。グローバル・ガバナンス論は、国際政治理論におけるネオリアリズムとネオリベラル・インスティチューショナリズムの議論の延長線上に位置づけられると考えられる。ネオリアリズムとネオリベラル・インスティチューショナリズムが、国家中心パラダイムやアナーキーな世界観といった基本的前提を共有しているといった問題点がある故、この議論は止揚されなければならない。われわれは本稿においてガバナンスの新たな形態として構成主義ガバナンス論を提示している。これは国際政治理論にけるガバナンスに新たな意味づけを与えるものである。 | |||||

| 内容記述 | The term, global governance or governance, has become widely used fn international relations. Those using this term point out that the rule and the norm are important in international society. Global governance or governance, remains, however,to be clearly defined. We analyzed major governance theories as institutional governance theory (Oran R. Young), functional governance theory (James N. Rosenau), and normative governance theory (The Commission on Global Governance, Richard Falk). Global governance theory is believed positioned as an extension of the neorealism and neoliberal institutionalism debate. This debate must be stepped up because of the question of the basic premise of neorealism and neoliberal institutionalism such as the state-centric paradigm and anarchical world view. We show constructivism governance theory as a new form of governance that gives a new meaning to governance in international relations theory. | |||||
