| 内容記述 | 本研究は、住民が必要とする公的施設の整備を実現するために、住民参加と行政とのパートナーシップによる計画策定並びに実現の方法を探ろうとするものである。本稿では、古川市における公的施設の実現過程をとおして、住民、行政、専門家の活動と相互関係の分析を試みた。その結果、企画から実現までの過程は5つの段階に分けられ、それぞれの段階における3者の役割と連携のあり方、初期過程における計画策定組織の重要性と編成方法、関連する他の地域計画との整合性・連携のあり方、施設整備後における運営組織の編成方法、などについて有意な知見を得た。 | |||||

| 内容記述 | The object of this work is to analyze a systematic planning and actualizing method by cooperatlve work of the citizens and municipality to establish public facilities needed by the citizens. The present paper deals with activities and correlations among the citizens, municipality and professionals, through the actual process for a public facility in Furukawa City. As a result, several significant views were obtained as follows. Five stages composing the whole process from the Planning stage through the realization. The role and the way for the three sectors to cooperate at each stage. The significance of the planning organization and its forming system in the early stage. The way of adjusting and cooperating with other associated local projects. The forming system of the operating organization after its establishment. | |||||
