| 内容記述 | NTTの分割とローカル競争の進展は地域の電気通信産業に大きな影響を与えると考えられている。これまで全国均一の料全体系に基づいて経営を行っていたNTTが地域分割されることにより、東西間で料金格差が発生する可能性がもたらされた。また、都市部において携帯電話、PHS、ISDN、xDSL、CATVなどの新しい通信手段によるアクセス網の競争が進展することにより、都市と地方との料金格差が発生する可能性も考えられるようになった。これまで長距離通信における競争の結果としてもたらされる料金の地域間格差を回避するために、支配的通信事業者に対してユニバーサル・サービス提供義務を課す必要があると考えられてきた。しかし、この措置はネットワーク外部性の存在下では不必要であり、ローカル競争の進展によって有効性も失われると考えられている。本研究は、ネットワーク外部性の下で、市場の地域分割及びローカル競争がユニバーサル・サービス提供に与える影響を計算機シミュレーションによって明らかにし、実証分析のための手がかりを得ることを目的とする。 | |||||

| 内容記述 | Along with the recent development of local competition, the regional divestiture of NTT (Nippon Telegraph and Telephone Corporation) may have a great influence on the local telephone service market in Japan. Before the divestiture, the tariff structure of NTT's telephone service had been uniform all over Japan. But in the near future, it is possible that the price of local telephone services in the eastern area and the western area of Japan will be different. More over, the diffusion of various communication tools such as cellular telephone. PHS, ISDN, xDSL CATV enables the competition in access line markets, which will cause price differentiation between central business districts and remote areas. Universal service obligation (USO) is a regulation, which is assigned to the dominant carriers in order to prevent regional inequity in telephone services. However, it may not be necessary under the existence of network externalities, and may not work under the existence of local competition. This thesis aims to show a method to evaluate the effectiveness and costs of USO using computer simulation, in order to form a basis of future empirical research. | |||||
