| 内容記述 | 1992年4月、ビザ無し渡航が始まり、根室花咲港がロシア船に対し解禁になると、根室と四島の交流は急速に進んだ。相互訪問の中で、四島の現状が明らかになり、現島民であるロシア人との親交も生まれた。根室に上陸するロシア人船員の数は年間延べ2万人に達し、海産物の水揚げとともに根室経済の活性化の新しい要因となっている。1997年11月、クラスノヤルスクで行われた日露非公式首脳会談で、2000年までの日露平和条約締結を目指し、双方が全力を尽くすとの合意が達成された。根室住民は、四島との自由往来や一体化した経済圏としての繁栄など、現実的な利益をもたらす領土問題の解決を望んでいる。領土問題の解決に不可欠と考えられている、信頼醸成、経済関係の強化、さまざまな協力関係の促進などの要因は、根室と四島の間で、日露国家間に先行して進んでいる。 | |||||

| 内容記述 | The ban on entry of Russian ships into the port of Nemuro was removed in 1991, and bilateral non-visa trips started between the Northern Territories and Hokkaido in 1992. Nemuro began to have direct contacts with the islands, and mutual understanding and friendship were gradually established among inhabitants of both regions. In November of 1997 during the unofficial summit meeting in Krasnoyarsk president Yeltsin and ex-premier Hashimoto reached agreement on making all possible efforts to conclude the Russo-Japanese peace treaty by the year 2000, after solving the territorial problem. People in Nemuro hope that this issue will be settled in a way, which can have a positive impact on the prosperity of Nemuro and the Northern Territories as a single economic bloc. | |||||
