          <dc:description>In this paper, I would like to examine the utility of concepts, community/exchange trust on the analysis of education system. Little is known about appropriate methods of analyzing background. However, it is needed by concern of social formation. The first argument concerns how community/exchange trust works in the social system. Second, we applied it to specific structure of common education system. Third, we applied it to the comparative analysis of scenario making study by OECD. In concluding, whether we adopt the centralized schooling system or not, the way of Construction of social trust, especially assurance of exchange (communication) link. Every policy-oriented thinking for alternatives should attach importance this factor.</dc:description>
