中山間過疎地域における交通・通信体系に関する実態調査 A Field Survey on Transportation and Telecommunications in Depopulated Dstricts of Iwate Prefecture 元田, 良孝 モトダ, ヨシタカ 高嶋, 裕一 タカシマ, ユウイチ 堀篭, 義裕 ホリゴメ, ヨシヒロ Motoda, Yoshitaka Takashima, Yuichi Horigome, Yoshihiro 交通 情報通信 中山間過疎地域 積雪寒冷地 岩手県 transportation telecommunication mountainous and depopulated districts snowbound and cold district Iwate Prefecture 交通体系、通信体系は過疎地域住民の生活基盤として必要不可欠なものである。しかし、過疎地域の生活基盤としての交通・通信体系整備方策のあり方については、これまで本格的な検討がほとんど行われていない。その一方で、近年SOHOなどの交通、通信両者の代替現象も見受けられるようになり、従来の交通、通信それぞれ独立した整備ではなく、両者を一体化させた複合的な基盤整備方策が必要となっている。このような背景を踏まえた過疎地域での交通・通信体系整備のあり方を検討するために、岩手県の過疎地域を対象とする実地調査を行った。本稿ではこの調査結果をまとめ、今後の研究における課題抽出を行ったものである。 Transportation and telecommunications are essential for residents living in depopulated districts. However, there are few studies which indicate how this can be accomplished, and how we should provide public utility services using these infrastructures (e. g. bus services, telephone services, etc.) in depopulated districts. On the other hand, there is some evidence such as SOHO (Small Office Home Office), which shows that mobility can be substituted by telecommunication. This fact suggests the necessity of a complex policy which covers both transportation and telecommunication infrastructures. As preliminary research, We carried out a field survey in several mountainous and depopulated municipalities located in snow-bound and cold districts of Iwate Prefecture. In this paper, we show the results of this survey.
